This file was initially tagged by Elvey as Copyvio (copyvio) and the most recent rationale was: The license is wrong. I removed the invalid license and was reverted and told to nominate for deletion. I'm reporting the copyfraud. I think my initial action was most appropriate, but an administrator reverted me, and in so doing committed copyfraud, so let's see what others think. For the benefit of anyone dropping by, issues with the licenses on these are part of an ongoing discussion on the Copyright Village Pump. I've changed the license tag from a Creative Commons license to PD-ineligible. Unless someone really thinks this is actually copyrightable (in which case you need to add a lot more images to this DR, since it's explicitly not CC-licensed by Creative Commons) then there is no plausible argument for deletion.
